throat I think is the word.... a lump on the lower part of the throat can be caused by a number of things- I was thinking for some reason -you may be referring to a goitter. A lump caused by a underactive thyroid. This can be serious and you should see your regular doctor to make sure its not a goitter. If he suspect it he would refer you to a specialist- an Endocrinologist. He would then probably prescribe you a synthetic hormone that your underactive thyroid normally produces called thyroxin. The medication is called Synthroid. BTW, Goitters can also be caused by anything from a lack of Iodine in your diet to exposure to nuclear radioactive poisoning.

Globus hystericus, commonly referred to as having a "lump in one's throat", is the sensation of having a non-existant lump or sense of fullness of the throat. However, swallowing can be performed normally, so it is not a true case of dysphagia. It can be a sign of reflux laryngitis or hysterical neurosis and may also be caused by anxiety disorders.
a strong feeling of emotion that makes speaking difficult. As in "He still couldn't watch the video without getting a lump in his throat, and he wasn't the only one."
