I think it's relative to where the buildings are, and what is considered tall. In ancient cities, most buildings were of similar height, although taller ones may have been built to view the land for invaders.

If you are referring to modern skyscrapers, I believe the Chrysler building in New York City was the first.

Maybe this is a dumb answer, and definitely smarta ss, but... wouldnt the first building EVER be the first tall building? Before someone went "Hey, stick, stick, stick, stick, BLANKET... BAM! We have a thing and I will call it a building as I build it" there was no building at all. So... wouldn't that work?
