Oh, Man! what a GREAT question!
Okay, the answer is Popeye. Here's why. While many think of both heros as the result of substance abuse, many have forgotten that in Popeye's original appearances (in the newspaper strip Thimble Theatre) his super power was derived from magic.
What's that, I hear you say? No way, you protest? Truth.
Popeye had won some prize fights (in a boxing ring); a reasonable thing for a tough sailor to do. But it was when he traveled with Olive Oyl and her borther Castor to Dice Island that Popeye first began to exhibit supernatural abilities.
Olive's uncle Lubry Kent Oyl had given Castor the rare African Whiffle Hen. Rubbing her head gave one luck, so Castor was going to the casinos of Dice Island, to break the bank. First they needed a ship, and a crew. Going down to the docks, they bought a beat up old tub and then spotted a wharf-rat sitting on the dock of the bay. "Hey, are you a sailor?" "Whatd'ja think I am, a cowboy?" That was Popeye's first appearance!
On the way to Dice Island, Castor, who had rubbed the head of Bernice the Whiffle Hen, practiced on Popeye by gambing his salary away from him, so Popeye was obliged to work for Castor for free.
After they cleaned out the bank at Dice Island, the owner sent his agent Jack Snork to overtake the ship and kill all the people on board, and get their money back. Snork shot Popeye fifteen times in the chest at point blank range (pausing to reload, I would guess.) Popeye stumbled backward and fell through the hatch into the ship's hold, and everybody thought he was a goner.
But during the night, Bernice the Whiffle Hen came to him, and he rubber her head all night long! In the morning, Snork had Castor and Olive at gunpoint and was demanding to know where they had hid the money.
It was June 10, 1929, and a superman was born. Popeye came out of the hold! They all cried "We thought you were shot!" He pointed at his chest and said, "Well, whatcher think these is, button holes?"
So, because Popeye derives his nigh-invulnerability-- not his strength, but his ability to endure any number of beatings and maulings without being killed as a normal man would be-- from the luck the Whiffle Hen gave him, this places him in the category of 'magic-based' heros like Captain (Shazam) Marvel as opposed to say, Superman.
Even without spinach, Popeye could survive being beaten by Obelix. His nigh-invulnerability has not worn off in eighty years. Give him spinach on top of that (at some time he must have rubbed the Whiffle Hen again and wished to be able to digest spinach) and Popeye is unstoppable.
Maybe if Asterix and Obelix double-teamed him...?

obelix would win , he fell into the magic potion as a baby , and has infinite strenght , where as popeye needs a constant supply of spinach!!! altough obelix only fights romans and of course unlucky pirates.. if it where a royal rumble tag team match , obelix would have asterix and dogmatix , where popeye would only have olive oil .... final verdict ... popeye would catch a menhir to the head !!!!!

Popeye, without a doubt. Yes, he does need the spinach to recharge, but with Olive taking up the slack during that brief time, no contest.
