It don't matter if the states approved it or not. It is a United States Amendment to the Constitution. It is part of our rights as an American. That would be like asking how many cities approved a state law. The cities have no choice but to inforce it. If they do not inforce it they are breaking the law.

The Third Amendment prohibits the quartering of soldiers (military personnel) in private homes without the owner's consent in peacetime. It makes quartering legally permissible in wartime only, but only in accordance with law.

assuming you mean ratified for approved, the original 13 stated ratified the third amendment when they ratified the first ten. all other stated ratified all existing amendments when they ratified the constitution when they were admitted to the union.
