Personally, I think its a matter of exposure. The human mind is the most unique and interesting piece of processing equipment ever devised. You put stuff into it, you'll get stuff out of it.
Read a variety of different things, fiction and nonfiction. Watch different programming, especially anything away from the mainstream- I get tired of those who refer to the latest sports game or comedy they just watched, i think it shows a lack of imagination. Play more mind games like scrabble or chess. That requires a lot of imagination. Go to more museums of all kinds. Talk to interesting people of all backgrounds. Before you know it, you'll be hopping around with all sorts of new and strange ideas.
Listen to different music too. Even classical. There are some really neat ideas in it once you are exposed a bit.
After all. Isn't life a learning experience?

Every human being alive has an imagination. We have to, just to survive. Our relative use of our imagination depends on what we use for inspiration. So, one's imagination is fired by one's experiences.
Go experience stuff, then! I would suggest doing things totally out of your norm: visit a foreign country or even just take a long road trip; test drive a sports car; try skydiving, martial arts, or the tango; get totally drunk; or even just read or look at something different. That's why museums and libraries even exist; not to preserve things for their own right but to use the profound differences to help fire the imaginations of current and future generations. Anyway, get out of the ordinary so you can become the extraordinary. It'll mostly happen automatically when you do.
And don't worry about some of these other answers. There is no such thing as creativity or imagination apart from learned creativity. The Mona Lisa was not done by a man who had never seen or heard of art before.

take upon new interests so you have new pictures in your brain.imagination is not in genes ! lack of imagination can only mean one thing :routine ! change your everyday habits and hobbies. when you do a number of things everyday and in the same order you pass the borders of being methodic and organised and you become a robot. try reading something you never have before, fairy tales of different countries help me sometimes, or how about a trip to a totally different-cultured country ? it's fascinating...hope i helped !

I am sure imagination is not something you can learn, its in your genes your stars, your brain.
Its just one of those things, you either got it or you don't.
I honestly do not believe nor agree with answers to use imaginative games etc. Even if you use them, you will not be imaginative, you may think so, and yes the brain can learn a lot of new things, but its not going to happen, Creativity and Imagination goes hand in hand

If you can get clarified about the difference of memory and imagination, then each can be invoked consciously from within and developed/improved.
Imagination is nearer to visualisation. So start with creating strong visuals within, and work towards imaginative / creative skills.
