Tetras, in general, are a peaceful tropical community fish. With the exception of DWARF Gouramis, Gouramis are, in general, semi-aggressive tropical community fish.

Unless your Gourami is a DWARF Gourami, then no, it's not OK. When your Gourami starts to get larger, it will start to bully the tetra around.

IEither way, get more Tetras. Tetras are schooling fish and should be kept in trios, though it's preferable they be kept in schools of 5-6. Make sure you get more females than males, as the males can and do harass the females to death sometimes (they literally stress her out with constant harassing and can kill her).

I believe most tetras should be in groups of at least 3, they like to school. That's probably why he's following around the gourami. If you have enough room, (tank's big enough) try adding a few more tetras.

The tetra is following a basic schooling instinct, but the poking may cause a loss of scales which could become infected. Add some salt for freshwater aquariums to prevent an infection and buy the tetra two buddies.

The question is too vague to give a good answer. What kind of gourami and what kind of tetra?

first of all you shouldnt put any fishes with other fish if it not getting along , might kill it so i think you should call or go back to the shop and ask if the gourami is good with tetra fish . cus my sister brought a crown fish last time and she also got a black spider fish and put them together in same tank and she didnt know that the new fish was chasing and pokeing at the poor crown fish alot then later it killed it . so my sis cried for a long time so i went tooked the fish back to the shop i example the lady she said , they might not like the crown fish so i return it and got a other crown fish like the first one that got killed . and a pretty blue cat fish . i put them in same tank and they got along .

They can be OK, but, actually a gourami may be the Aggressor in time. Just keep a close eye on things.
