I read an academic paper today where the author used the terms separately but did not specify what the difference was. Can anyone enlighten me on this so-called difference?

It's a thin distinction. A person is racist is he believes that race is a significant measure of character.

Racial discrimination is the process of distribution based on race.

A bureaucrat could be devoid of racist feelings and mechanically and formulaically distribute or deny services based on a formula
that factors race into the equation.

1. The belief that race accounts for differences in human character or ability and that a particular race is superior to others.
2. Discrimination or prejudice based on race.

Racial discrimination differentiates between individuals on the basis of real or perceived racial categories.

Imho, racial discrimination could mean giving preference (in hiring, for instance) to people of one race over people from another.
Racism is just hatred for people of another race or nationality

I can recall when there were separate toilet facilities, separate water fountains, restaurants that had big signs outside that read "We do not cater to colored people"
I have also seen pictures of factories advertising that they were hiring, but underneath the sign were smaller letters that read "Irish and N****** need not apply"

Now we have reverse discrimination. Hopefully, this will all settle down some day when we all grow a brain.

Racial discrimination is when the man at the theater doesn't let the black teenage kids in to see a PG13 movie, because they don't have any ID (for instance).

Racism is an organized attempt by persons in power to exempt black people from the benefits of society. If the cable company charged black people twice as much for services, that's racism.

If the walmart has a company policy of not hiring black people, that's racism. If the walmart hires black people, but the manager at one particular store refuses to promote black people; that's racial discrimination.

It could be that racism is a term to describe a general feeling of dislike towards other people and cultures. It may be by the term racism, there is a desire to discriminate based on a person's race or culture, but it is not necessarily acted upon.

Racial discrimination would then be racisim which is acted upon. Blatent or active discrimination based on racial or cultural background.

Either way, racism sux.

racismo is the belief some people have that one race is better than another, while racial descrimination is the actual act of descriminating (the treatment of people pf another race, be it direct or indirect)
differnce is minial but its there .. hope that makes sense...

If there's a difference, it would be so minute that you could hardly tell. You could consider them the same, at least I think.
