You use the magnetic induction equation

E = B X V

Since the wire is moving at right angles to the field, the cross product becomes simple multiplication. Therefore

V = E/B

You are looking for E = 1.3v/.52m = 2.5 v/m and B=.29T; this gives v = 8.62 m/sec
