If you mean power steering conditioner, yes, it can be used to seal internal leakage by swelling the rubber seals. But it only lasts a short time if the wear is bad. If it's an external leak, I don't think it will work. You will need to replace the rack.

no, i dont think so because power steering is under pressure which may help the process of sealing
rack and pinion isnt under pressure so i dont think it will work...

of course the power steering rack is under pressure, what do you think the pump is pressurizing to give you steering assist.

It cannot hurt, but, a leak can be an indication of a more serious problem.

No,there is no substitute for fixing things properly.The rack needs new seals.
