Lets the skiper know how deep in the water the boat is. So depending on how much weight the boat has, this will let the crew know if they need to add weight or dropp weight for the best voyage.

Most boats over 15 feet need to be registered in the state they are used in, like a car. Those numbers are the equivalent to a car's license plate.

If you mean the numbers that run vertically about a foot apart -- they indicate how deep the bottom of the boat is in the water. The more the boat is loaded ..the deeper the boat sits in the water.
