Most countries do have elections, no matter how phoney they are. Like the United States -- they have voting, they just don't count the votes they don't like.

Me personally or countries that do not allow their citizens to vote?
Dictatorships don't have free elections, true monarchies don't have free elections (but monarchies such as Gt. Britian, Holland, Japan etc, where the monarch is no longer the sole source of power in the country do have free elections).
