Suppose it's a fraction in the form 1/x = 0.115384615
then 1/0.115384615 = x.
Do the division and x looks suspiciously like 8 2/3 , or 26/3.
so 1/x = 3/26 which checks out. 3/26 is the answer.

The answer: 115384615 / 1000000000 , is only partly correct. Okay, so it's rational but it's TOOOOOO big! You must simplify it, by dividing top and bottom by their common factors. Or, instead of all those Zeroes, put the denominator into scientific notation, such as 10 raised to the 9th power.
