what does this "overcome" mean?

Overcome means to take over, so he wants to take over something I guess.

Overcome means result.
This is not a conventional way of using the word,

You must have heard it more in this context -
What was the overcome of the meeting? - meaning what resulted in the meeting?

Thus here the sentence means
'Your husband came for the results on Sept 1st, we will give him the result on Sept 4th.

Maybe it said that he came for his new overcoat and that the alterations will be completed for him to be able to wear it by Sept 4.
