Some of the stranger pieces of music came from a very old library of 'production music.'

I used to work for a TV station. One day I took home a big box of old 78 RPM vinyl records I found in the trash there. It was a library of 'production music' from the 1930s through the 1950s.

Production music is for TV shows and movies that don't have a big enough budget to hire composers and musicians. The production music company simply records hundreds of pieces of music, in all different styles and moods, and sells the whole set for a few hundred bucks to TV stations and budget-minded hollywood producers.

When I first watched Ren and Stimpy, I recognized the music. I had most of it on those old 78s! I don't know who did what, but some of the jazz composers on that set of recordings are: Ralph Dollimore, Alan Bristow, Roland Shaw, Burt Courtley, Sid Phillips, Steve Race, E. Safranski, H. Huffnagle, Robert Mersey, Lew Pollack, Laurie Johnson, Kenny Graham, Raymond Jones, Don Lusher, and David Lee.

The "eerie" piece of music is called "Saw Theme" (it's played on a musical saw), and it's by William Trytell.
