It's the only answer that makes sense. Payment is contingent upon reaching retirement age, and not before. They also have to know where you are.

The gerund form is correct, because the past tense (1) and the noun (3) don't work. If it were (4) vacations, the word tourist's would have to have an apostrophe.

You have to try out the three possibilities and figure out which one sounds right. Use your knowledge about tense and vocabulary. You should be able to rule out some of the answers.
