Alcohol Wholesaler vs. distributor? Where to obtain the licence?

I would like to know what is the difference between being a wine wholesaler and distributor? I mean the difference in legal operations, such as licencing, fees, etc. Where can a company or a person obtain licence for wholesale and distribution of alcohol (in particular wine). I appriciate any information I can get. Thank you.

If you're in the US, check with your state liquor board/alcoholic beverage control/whatever they're called where you want to start the business. The definition of wholesaler and distributor and retail vary from juristiction to jurisdiction; the fees and requirements are different from state to state.
