The implication is - the company has no data.

Stretching things alot - and place data is stored is a database, whether it's a relational or hierarchical database such as SQL Sever, DB2, DL/I or FMS8. FIles can be databases as can stacks, streams, VSAM files, and place data is stored can be a database.

If a company specificaly doesn't have a true database (i.e. DB2 etc.) it may not have direct access to it's data. It might have to access all data sequentially, making OLTP all but impossible, depending on volume - but never mind, that's kind of how we did things in the 80's - VSAM was the main indexed data storage, back then.
