Washington, D.C. is a CITY.

D.C. (District of Columbia), is a FEDERL DISTRICT.

Washington, D.C. is as much as a city as Washington, Arkansas
and Washington, Georgia, and Washington, Illinois and Washington, Indiana and Washington, Iowa and Washington, Kansas and Washington, Missouri and Washington, North Carolina and Washington, Ohio and Washington, Utah. It just isn't in a STATE. Instead, it is in a FEDERAL DISTRICT.

DC is not a state, it is a federal district. It was formed specifically so that no state would hold the capital of the USA.

It's neutral territory. It was a compromise between Northern and Southern states and took from all of the states around it. The Constitution sets it apart as a separate federal "district", outside of any state. Because it's not a state, people there don't get to vote for congress and its license plates complain about "taxation without representation."
