With a $1500 laptop, wouldn't you WANT to take two minutes to shut it down to clean the monitor?
Necessary to S/dn? No. Good idea to shut down? probably. Remember Murphy's Law.

no not need . both laptop & tft monitor doesnt need to shut down while wiping. u can use dry cloth to wipe it .
squinze little amount of water & shrink the cloth well b4 wiping ur monitor. keep in mind that ends of the monitor should not have contact with water.
other than water many powder r available but its expensive

It's not nescesarry to turn it off, but it makes getting the smudges off easier when there's no picture distracting your eyes
