Legally, the U.S. Congress must declare war - and the last legal and Constitutional war in which the U.S.A. was involved was World War II, which we "won" (in a manner of speaking; although nobody really 'wins' a war).
All of our other military actions have not been 'wars' declared by Congress, but have been skirmishes designed to keep our huge military-industrial complex profitable. After World War II, wealthy industrialists recognized how much profit there was in 'war', and that's when they started bribing politicians to keep us in constant military battles. Thus, we had the Korean Conflict; the Cuban Missile Crisis; the Cold War; the Vietnam War; and Desert Storm. Since the military-industrial complex wasn't making profits sufficient to keep them in champagne and caviar, the nameless, faceless power brokers decided it was time for another war in Iraq. Next, we'll go to 'war' with Iran, all so that **** Cheney and his Exxon-Mobil buddies can get richer and richer and richer by stealing all that OIL, and so that the military-industrial complex in this country continues to be obscenely profitable, thanks to the gullibility of American taxpayers. -RKO-

We kicked a*s in Kuwait and Iraq in 1991. You should check out the "100 Hour War." It is called this because it only took four days and four hours for us to win this war.

The last war that the US had was WW2. No other "conflict" has been deemed a war since that time. As far as "winning" WW2??? I would not call it our win, rather Germany's win since Adolf Hitler was ousted.
