here is the story,
One day i was driving down the street about 2 weeks ago, i was coming from my morning run, and as i was passing by some kids were playing on the road 2 girls and a boy (girls bout 6years old and a boy about 5) as i was passing them by this boy was standing in his driveway and holding an asphalt rock from their cracked driveway, so as i was passing by i was going about 25 miles an hour (35 city speed limit) he threw the rock at my car as hard as he can. I never met this little child so it wasn't a payback, he was just playing. So i immidiately stopped went and knocked on the door and their mom came out and looked at the damage called over the kids yelled at them preaty darn good and we exchanged names and numbers cause i didn't have the guts to call the cops at this kid, i was told i was gonna receive a phone call the same evening, never have, so i called my self bout 3 times a day no one picks up ever, today i stopped by their house ^continued^

Even as late as it is, I would call the police and ask that a report be taken. You may have to file a small claims lawsuit to get the car fixed. Parents are responsible for the actions of the children, and the fact that you have the name of the mother will prove that you stopped and exchanged information!

Good Luck!

Go to the police, file a report and see if you can sue the homeowner's home insurance.

Forget it. If it had broken a window or caused major damage, yes go after them, but you are dealing with a dead beat and it will cost you more time & money than what the dent will cost you.
