i plan to visit philippines next year and hope to stay for about 2 or three months i am not fussy about where i stay so long as the rooms have air cond, and hot water i would be looking at places with not a lot of tourists

Well you can try Baguio. It is where people go to when the heat at the lowlands is untolerable. You won't need any air conditioning. In the Phil, there are tourists wherever but Baguio would be a good place to go to for some reasons you should discover.

Have some bath at our hot springs... They're hot that you might be boiled.. :)

With Baguio being a small city, you won't have to spend a lot of money.

Sagada is a very great place. As it has been said, Sagada has a colder weather and yeah, people are nice. If you are into adventure, go and explore on the caves and discover a new culture there. It takes a six-hour ride from Baguio to Sagada but you'll fall in love with the nature. It's a promise.

If you want a cold, serene, peaceful and limited number of tourists, I highly recommend Sagada up in the Northern provinces. You might have heard of Baguio as the summer capital of the Philippines, but it has already turned into a city with lots of tourists year-round.

Sagada is in the Mountain Province. The local government and the people try to maintain a delicate balance between the tourists and the residents, as much as tourism is appreciated, they are not into mass tourism. The weather is good (very cold), food is great and the people are nice. Not much night life (most shops close by 8 or 9) but if you're into nature, you'll find lots to explore. You can also try searching in the internet about hotels in the Philippines. Of course, way cheaper than here in Switzerland. In Cebu, you can visit the beautiful chinese temples such as: Phu Hsian Temple, Heavenly Temple, and the Taoist Temple for FREE. You can also visit the old Basilica Minor del Santo Nino which is a Spanish inspired architecture and its also very very beautiful. If you want to see a view of the city, perhaps you can ride a cab for abut 20 USD back and forth from the mountain- just say TOPS and they all know. You can go to the beaches to swim and do island hopping at MActan ISland by renting a pump boat for only 35 USD good for 20 people. Shopping in Cebu is so so good. Its like one of the best. The things are generally very very cheap and good in terms of quality. There are also many varieties of things that you can buy in CEbu, from branded Ferragamo shoes, Gucci products to cheap things of local brands with good quality. You can shop in the big malls like Ayala Center and SM Supermall. After touring around Cebu, you should visit Boracay- the purely white sand beach. Palawan is also very desirable for diving. Manila is for shopping, night-life and culture. You can go to Tagaytay especially the Taal Volcano. In Manila, shopping is so many t offer. From the cheapest to the most expensive brand names, name it, you'll have it. There is a very cool place to buy your things, try Greenhills. Greenbelt, Rockwell and POdium is for the classy brands. SM Megamall and Mall of Asia is for the middle where you will find almost everything since this is one of the biggest mall. Actually, Philippines has so much to offer. Dude, this is the Philippines. AirCon + Hot Water = fussy, and you are looking at $US20 a day at least outside of Manila.

I think it also depends on what you want to do on you holiday.

The cheapest is the countryside. Manila is expensive. So is Cebu. Go to provinces that will suit your taste. Consult a Map and surf the web.

I believe it is Manila , You can even get a Harvard University degree in less than a week for only a few pesos in Quiapo. Just ask your tourist guide and he will take you there. There are many motels there with air conditioned room.

try the new eco tourism sites of bicol region.. (region 5). yeah, region 5, the place where you can find the majestic most perfect cone Mayon Volcano... also, neighboring it are the provinces of Sorsogon and Camarines where they boast their caves, beaches and the famous whaleshark interaction. Also from the region are the world class dive spots and surfing adventures in the island of catanduanes.. they are nice destinations but some of them are not that discovered yet. go to iloilo. some hotels there are cheap. and also if you want to go to the beach, there is a beautiful beach near the iloilo. but you need to ride a boat to get there. but still it's worth it. it's very beautiful in that beach.
