Everyone developes at different times, its really hard to say exactly when you can expect any one particular trait to begin. Puberty for men can be an especially long process (whereas most women start and finish earlier). I know it can be a difficult time, but you shouldn't be in a hurry to grow up. Be patient, relax, it'll happen; enjoy your adolescence! ;)

The ages at which these changes happen vary greatly among adolescents.
Generally, puberty in boys can start as early as 11 1/2 years of age. Changes can continue up to about age 17. The timing varies also. Usually, changes in the voice occur before development of body hair.
It's all a matter of genetics. Your cousin only has part of one of your parent's genes.

Things take place in their own time. Your time is set by the genes you inherited from your parents, their parents, and their parents. Maturing later means more than you think. It means you are likely to have a very long life. Recent studies show that there is a trade-off between longer lives and maturity rates. My beard began growing when I was 12, but I'm aging quickly. As for your voice, that has more to do with the structure of your larynx. You may have a higher voice, you may even have a potential for being a singer.
I would like to leave you with three pieces of info that may be of help as you grow.
First, read the book, 10 Stupid Things Men Do To Mess Up Their Lives.
Second, the #1 form of cancer for males 15-35 is testicle cancer, with the highest rates in males who were sexually active as teenagers. Treatment involves removal of the affected testicle(s), followed by radiation treatment, but only if caught early. Caught late, it moves directly to your brain and lungs. You slowly go insane as it eats your brain, as you slowly drown in your own body's fluids. It is not an STD, just one of the numerous cancer viruses we all carry, but are immune to. The sexual activity reduces your immunity protection. No guarantee, just as smoking doesn't guarantee you will get lung cancer, but it increases your chances.

just keep eating right and getting lots of excerise, fresh air and good nightly sleeps.
everyone is different. My son began at 12, he is 17 now and 6'2" with a deep bass voice and lots of hair....
his friend is 15 and only 5' tall with no hair yet (except on his head). They are good friends.
Just be patient and be yourself. no jealousy, resentment or any of that negative stuff ok?

Puberty happens at a different time for each person. If you are relatively healthy and well-nourished, your later-onset of puberty is probably just genetic. Wikipedia has a good article about puberty.

In due time my friend, in due time. Seriously don't worry about it, my brother is 14 and his voice just changed a couple months ago. Even with that said, we all change at different times, some earlier than others.

don't worry about it stuff didn't start happening until anout 15 and that isperfectly normal. besides until sixth grade i was always the tallest in my class and then everybody grew and i didn't and i am shorter than alot of the girls in my highschool so it will happen eventually just wait plus i heard that if you are a late bloomer in the growth department you might end up being tall.
