i recieved a letter in the mail saying i was a winner of a large amount of money, but i have a number area code and prefix show the number to be a wireless number in miami dade florida. i want to know if anyone else has recieved one of these letters, and if they are a scam

All so-called "international" lotteries are a scam - there is no legal international lottery.

Yes, it is a scam. There is no such thing as an international lottery, or a Yahoo lottery, or an MSN lottery. This is a long-running scam and people are still falling for it. Put this in spam where it belongs.

Considering that Federal law prohibits Americans from participating in or winning a foreign lottery, it's clearly a scam.

There's a section of Florida centered on Boca Raton that is one of the scam/spam capitals of the world, worse than Lagos, Nigeria in sheer volume.

If you don't have an actual ticket in your hand from the lottery you played from the country of that lottery.
IT is A SCAM . They win all ways cause there are suckers email every second. Simple enough?
Send the letter to the A.G. Fraud division of your state.

scam yes, if you call they can ask for some fees (taxes etc or transfer fees upfront), or maybe youll be unluck enough to get a phone charge that is extremely large(scam too) for every min they put you on hold. if you didnt apply directly for this then (even if you did) its a scam to defraud or sell you something.
