MAC's gel liner is great for this task. I am from middle east and I know exactly what you are talking about. This is what you need to do. First apply a waterproof pencil liner. when you are comfortable with the shape, then apply the liquid liner over the pencil liner. Good Luck!

Like the others said, you should apply powder and pencil liner first so it will stay better. The best liquid eyeliner I've tried is Revlon Colourstay black. It stays on better than any others I've used. If you can get one with a fine brush applicator instead of a felt tip then you can get much straighter lines, and also wing it out more finely. It's great for doing that fake eyelashes look where you draw fine little flicks upward to look like lashes.

there are a few very good liquid liners that don't crack, stay and are easy to apply...1to try is Lancomes art liner its great, its like using a felt tip pen. the best to me though is Paula Dorfs transformer, its a liquid that you use to change any powder shadow into a liquid liner..instant Cleopatra

I always found rimmel powder eye liner very good. You wet it and apply with eye liner brush. It stays put all day. It beats the liquid ones any day.

What I would do is pretty much put a light powder//concealer on your eyelids && then apply the pencil, then the liquid, top with a light brown or gray-ish eyeshadow. That should do the trick!
