Well I suppose you can't generalize corruption as applicable to all state leaders which practice democracy. What is important to remember is that when you seek to become elected in office you are required to highlight the most important issues relative to your constituency. Sometimes promises are made according to a overstated budget (promulgated by the current party in power) and when you actually come into office through process of enfranchisement you are left to discover that you cannot fulfill all of the promises made before the election date. I can't say corruption is necessary to get elected and to keep power, but certainly political power can corrupt individuals whom originally had good intentions.
