Assuming that you want freshwater and something other than goldfish or bettas, you will need the following:
filter
heater
thermometer
decorations
decholrine drops (unless you're planning to use distilled water)
cycle drops
and fish.
Be aware that your first set of fish will probably die as you cycle your tank. Before you put in your first set of fish, you need to cycle the water. If you get fish that are nice and strong, they may make it through the cycling process. Try gouramis.
If you want to start a saltwater setup, you really need to see you local pet store. Good luck and welcome to the hobby.

Depends on the type of fish, and how much work you want to put into it. For goldfish, all you would need would be a filter or at least an aerator, some gravel and water treatment. You should also plan on picking up a net. Cost can vary, but I would expect to pay at least $20. The important thing is to not skimp just to save money if you can afford it. If you buy a good filter, it will save you time by not making you clean the tank as often. A gravel vacuum will make it much easier to clean. A good filter would probably cost you about $20-$30(assuming this is a 10 gallon tank), and a gravel vacuum is about $15. If you want tropical fish, you will need a heater as well, about $25. Yard sales can be a good way to find some of these items cheap.

For goldfish, you need a water filter, fish, and some goldfish flakes. they also really like little rocks and plants (to nibble on).
make sure you don't get the super cheap fish. spend a couple bucks on each. you need 1 gallon of water per 1 inch fish to keep them alive.

You need gravel for the bottom, an air blower and a filter. You can add on other things as you like. You'll be amazed at the things pet shops try to sell you. If you have city water you need treatment for your water. that will get you by.

Hood with light, filter, gravel, air pump, and heater if you want tropical fish. Or you could just fill it today and buy a Betta tomorrow while you decide on what you really want to put in there.
