Not the city of Rome itself but rather the 2 halves of the Roman empire. The Western Roman empire was ruled by Rome whereas the Eastern Roman empire (later known as the Byzantime empire) was ruled from Constantinople (now known as Istanbul).

Yes... Depends on the time... At one point, a bit of rome split off and became Turkey... Constantine... Constantinople (certain wusses call it Istanbul)
