we'll assume you mean, install a foreign language version of windows.... buy it.

I have iPaq, I just tried to Flash the Windows on it from English to Chinese image, cannot, almost got my ROM trashed, it's been locked to take in English image, that is why mobile add-ons like Monster Chinese exist, while desktop add-on like Southern Star disappeared long ago.

Find an add-on to your language and buy it, I'm not sure if Axim is language-locked in OS but add-on language decoders always work. Either that or sell off this Axim and buy another from the country of that language.
