Have you heard of Pegasus, the winged horse in Greek mythology? You could mount a pair of wings (made of heavy wire covered with tulle or even crepe paper cut to look like feathers) on a flexible (wire again?) curved frame which straddled the horses back just behind its withers.
She could also weave flowers into its mane and tail to make it look more ethereal.
Your friend could dress like a Greek goddess, draping a white bed sheet or piece of fabric like a toga.
If she's riding her horse, the wings could extend back towards its rump but over her legs.
I hope this makes sense to you. I can visualize the costume but it's rather difficult to describe. (Look for a picture of Pegasus on the internet.)
One Hallowe'en I made a pair of wings out of two wire coat hangers, a bit of elastic (to fit over her shoulders like a back pack) and some tulle (net tutu material) for my daughter who wanted to be a fairy princess. It isn't as difficult or time-consuming as this description!
Have fun!
