Monitor Colors?

Question

To be more specific. When it first comes on, the wallpaper color is normal, then changes like looking through a window screen. The icons are different too, and disfigured. Sign on and all of the tool bars are a different color. The task bar is striped and the tasks I'm in are green, instead of blue. I've checked cords, all OK. Just got this monitor from Dell about 3 months ago.

Did you accidentally reboot in safe-mode? That will make the display look funky.
