In this case I think you get what you pay for. A free ad will get you lower-quality candidates. I've used this site http://tinyurl.com/llosp with great success.

ALEX (automated labor exchange) is a great free posting service. Not only do you get referrals from your states employment commission, you can also get direct calls from those searching for work.
Do a search for your states employment commission. In Virginia it is VaEmploy.com.

Depending on where you are located most Universities and Colleges have areas on their sites where you can post help wanted ads also.
