what is the green fiberglass type stuff that a circuit board is made of called?

Generically it is called a substrate. Substrate is composed of two different materials. Cheaper boards are made of paper imbedded with phenolic resin. The more expensive (and more durable) boards are made of glass matting embedded with epoxy resin. Check the link for more than you probably wanted to know about the subject :-)
