yes it will start, however it is cooled by the water and if it is run for more than a few seconds it will start to over heat. Just like busting a radiator hose on a car. If you are testing to see if it will run at all you can do it but be careful. They make relatively inexpensive kits that hook into a garden hose for starting on land. Will save you a bundle in the long run.

It should start. You should run it in a garbage can full of water to keep the motor cool.

Yes it will start but you will burn it up
There is a waterpump in the motor that sucks water up into the motor to keep it cool.
If it is not in the water ( or you are supplying water to the motor) it will burn the motor

Yes, you can buy some "ear muffs" they are made to go over the water inlet and hook it up to your garden hose to keep from ruining the motor. Most boat places carry this and wal-mart does as well

if you start an outboard motor out of water, you will fry it. you will destroy it.

yes it will ,but you need to have a set of muffs on it so that it gets water from a garden hose,,or it will burn the water pump on it in a hurry,you can quickly see if its going to fire,and not hurt it,,but if your going to run it you need the muffs on it,,good luck,i own a repair shop,,and have done a few of these,,i hope this help,s.
