I just want to repaint it with a spray can, so I do not want to do any sanding or fancy preparation, under the paint the metal is sound (galvanized?).

If the paint is original you can buy a paint stripper that will only take the color and clear coat off.
It is called Peeler and it is a Kleen Strip product and can be found in auto parts stores that have paint supplies.
You should also buy some aerosol primer to put down before the paint.

My 1992 Plymouth Acclaim had the exact same thing happen. The light blue paint peeled like old, dry skin. It's a very common problem on Chryslers of this era. I would recommend contacting a local bodyshop or Chrysler dealership and asking them if there is a way to remove the old paint without removing the gray primer underneath. They will know the answer.

use paint remover , its messy but its the only way if you dont have access to a compressor and sander . you still need to scuff or sand the area before painting with 320 sand paper and prime it also , if not the paint will peel away . As far as using spray can ,unless the paint is a solid color and not metallic you might be able to get away with it . if its metallic it wont match the original color. but its up to you . good luck.

Well first what you are seeing is the clear coat. It is a plastic coat of paint that makes the paint underneeth look shiney.
You will have to completely remove the clear coat befor you can repaint

If you use spray cans it will just keep rusting.It's better to take it to a body and paint shop and get it done right.

This is a tough question. I think the answer is sandpaper.
