significant digits ISN'T an opinion, but it can't be found on any preset in the calculator... What you can do is this:
1) Just learn how to find them. http://en.wikipedia.org/wiki/Significant_figures , http://www.angelfire.com/oh/cmulliss/ , and http://www.chem.sc.edu/faculty/morgan/resources/sigfigs/ .
2) Or, if you're lazier, you can download a premade program that gives the number of significant figures. Two programs I've liked are Significant Figures (http://www.ticalc.org/archives/files/fileinfo/385/38577.html) and SigFig v. 1.31 (http://www.ticalc.org/archives/files/fileinfo/200/20021.html).
In case you've never downloaded before, here's what you do:
1. Get a transfer software. The standard one is TI Connect. If you don't have the installation CD that came with your calculator, go to the official TI EDUCATION download site at http://education.ti.com/educationportal/appsdelivery/download/download_interim.jsp?applicationId=183&contentPaneId=7 . Choose a language, download, then install.
2. You'll need a USB cable for the actual download, but they're very easy to get and one even came with the calculator itself.

Hope I've helped! =)

No, it's not. The TI-84 Plus (SE) calculator runs on batteries, specifically 4 AAA ones. It also includes a backup battery, usually 303 or SR44SW types. The only way you'd be able to charge the calculator is if you used rechargeable AAA batteries. Note that the rechargeable ones won't last as long as non-rechargeable ones.
