..but the national government is also invovled. Can anyone tell me how they are invlovled? I know that they've implemented the No Child Left Behind Act..but what else have they done?

They only give money. Even "No Child Left Behind" is a funding program. If you want to change the education system you must do so at the state level.

Nothing - the program is a complete failure.
Public education should go back to the way it was, controlled by the respective state dept of education.
