There is a number of thing that will stop it from shifting properly
#1 low fluid level
#2 stoppted up filter
#3 Bad vacuum line
#4 A bad transmission govenor
#5 Broken d-tent cable This cable alows it to shift at the proper speed

the trasmision is what causes an automatic to shift at 35 mph, it is based on the rpms, when the rpms get to a certain point then it causes the transmition to shift to the next gear

it could be low fluid, check tranny with engine running at normal temp in park, E brake on, then pull dipstick and check, oil is opposite, motor off... if it was a vacuum hose it wouldnt shift out of 2nd, check hoses in engine area to tranny..
