Since the Aztec world was lost to history long before scientific discoveries made it possible to study this civilization, the answer to that question would be subjective and based on opinions only. With no written indications, and no specifics regarding the time and period they lived in, much less what was going on in their culture at the time, there can't be a definitive answer.

Suppposedly their god, Huitzilopochtli, told them they would receive a sign--an eagle sitting on a cactus eating a snake--and that's where they were to settle, and they found that at the lakes around the island they made into Tenochtitlan.

Don't believe anything I tell you unless you can back it up some where else. But as I understand it they were looking for a sign. The sign would be an eagle killing a snake. As they approached the lake they saw in the middle of the lake on a tree, an eagle with a snake. So they built their City in the middle of the lake.
That's why the mexican flag has an eagle with a snake in the center of it.
