The way I see it, a chubby person is slightly overweight, a fat person is obese. If someone has only a bit of fat on themselves, I don't think of them as fat.
I know some people think differently though. There are even those who think that anyone who is not UNDERweight is fat.

Chubby (stll in balance in figure)- invites pinches on the chicks and arms, a smack on the bottom, and squeezing hugs.
Fat ( off the balance)- have bottoms on both side, or a ring in the middle.

chubby is 5'3 - 5'9 and weighing 130 - 140, fat 5'3 - 5'9 weighing 141+.
and any rolls on your belly is FAT!
