Light-skinned black people during times of slavery were sold by their master only because he knew they had "black blood". Some were freed and declared themselves white. After slavery many light-skinned blacks sided with white people against darker skinned blacks this eventually caused a rift that exists today between us. Light-skinned blacks were able to "pass" and thus were afforded the opportunities that others who were darker were not they even furthered the fairness of skin color by marrying white people. Darker skinned black people were still treated harshly as if they were still slaves. Reparations does not in itself address solely the suffering of African slaves, but also that of their supposed freed descendants.
