I think it is to encourage the students to do more studies. Otherwise the person who gets 100% may think he/ she knows everything & may neglect studies.

But what I feel is if the answers are 100% correct, the teachers should give them 100% marks. Otherwise, the student may be in doubt about what he/she knows.

I've never met a teacher like that before but i guess they would do it to give a student an urge to work harder in school, even though in my book 99 is a good score

I do not like this term, but in this case it applies: they are Anal Retentive about the Bell Curve!
They were trained to grade on the Bell Curve and absolute perfection is an extremely remote possibility, just past the third positive standard deviation. Since 99.73% of all things plotted on the curve exist between 3 negative and 3 positive standard deviations, the chance of finding a thing outside of that realm is possible but improbable.

i say that they dont want the students to think that they did the best because then they will think they are the best and then they will not think they dont have to work hard
