believe it or not, it's a very good thing
having your skin cold means that u will loose less heat of your body in cold temperature, witch means that u can survive longer if u were caught in a blizzard
here's how it works: simple really, the transfer of heat occurs if there's a difference of temperature, the cold one will suck some heat from the hot one until the temperature is the same(no matter what that "one" is), and since normally your body temperatures is higher than the temperature in air, u'll loose heat constantly through your SKIN. And if your skin is warm, too bad ur going to loose lots of body heat, if ur skin is cold, u might even gain body heat

endothermic = absorbing heat
exothermic = giving off heat
Perhaps the blood vessels near the surface of the skin stay "undialated" and thus little blood flows through to warm up the exterior of your body. Caffeine is a vaso-dialoter and expands the blood vessals allowing more blood through, warming up the skin. You would not "feel cold" since the hand and finger your "feeling with" would be the same temperature as the skin your feeling, so it would feel normal "to you."
Its only when others remark on it that its even noticed.

that made me want to give someone a hug. well if you feel comfy then you're fine. i'm like that too most of the time. maybe you just like the cold or are used to it. i wouldnt worry about it =] but if this happens a lot, got to the doc to get your blood pressure checked. your blood sugar might be low too or you have poor circulation

Actually, thin blood or poor circulation may be the cause.

Some people just have cooler skin than others. It can be because your blood circulation is slow. Nothing to worry about as long as you are comfortable.

Your skin feels cold to YOU or to others?? As long as your body temp is in the normal range, and you feel ok, don't worry about it. People vary.

It might be poor circulation, or it might be that your body isn't burn alot of calories and so your temp. doesn't go up a whole lot. I don't think you have anything to worry about. I emit to much heat. seriously, if I'm not in a meat locker I sweat, it can be kinda gross actually. I'm lucky I actually found a wife!!!

As long as you are not turning blue, it is probably fine. You might mention this to your doctor the next time you go in for a check up.

Cold hands warm heart (that's what my fiance used to tell me).....but it is possible you just don't have very good circulation..
