This is quite a coincidence. I just post a question asking who the worst actor in Hollywood might be and already received some really good answers. When it comes to good actors on TV, I think Michael Rosenbaum on Smallville (Lex Luthor) is an excellent actor.

Vincent D'Onofrio Law and Order: Criminal Intent: His character is so unique, he uses so many idiosyncrasies, facial ticks, and mannerisms to create a complex character. He uses his entire body and face to portray emotions, and what he's thinking. Watching him bring some of the arrogant suspects down a peg or two is great.
Dennis Leary Rescue Me: His portrayal of a FDNY firefighter, and firefighters in general is phenomenal!! He gets you to love him, and hate him sometimes in the same scene or episode. The pain and joy that comes with being a firefighter is accurately portrayed as well.
Michael Chiklas(not sure if I spelled that right) The shield: That character is the most unique cop ever. He has morals, yet he can stretch them so far your just sure there are going to snap. He can make you believe that he is the good guy when he is beating someone to a pulp, and stealing mob money!!

I don't watch a lot of TV, but I do like CSI Las Vegas, and William Peterson (who plays Grissom) is a really good actor. Now as for movie actors, I like Dustin Hoffman. Robin Williams is great, also. I know people think of him as mainly a comedian, but he can play any part. He was absolutely creepy in One Hour Photo.

I have always thought that Kathy Burke is an excellent actress - she can play all parts from comedy to drama and everything in between - I also think Ray Winstone is a great actor and it is a pity we dont get to see him more often

Keiffer Sutherland in 24. He's totally awesome as Jack Bauer. He certainly knows how to play the character.
