I don't either, but I have a few nieces and nephews and the only thing I can come up w/ is that when you're playing at the pool or in the hose, it's play time. Bath time is usually followed by bed time so they aren't really looking forward to it. And also there's just something about the washing part. When they're in the bath just playing, it's no big deal, but when you go to wash them, they freak out. I dunno, kids are funny.

I do have children, and you are soooooo right! I often wonder:
My 2yr. old loves to get in the pool, and play w/the water hose. He will soak himself from head to toe. He loves to get in the bathtub, but come time to wet and wash that hair, OMG, it's torture!! He screams the whole time I'm washing his hair. Maybe it's about being in control? They'd rather do it to themselves than have it done. KWIM?

It could be the smell of the soap or just sitting in water that makes them feel agitated.

Because bath time usually means bedtime... at least in my house.

It's the scrubbing and shampoo in eyes they hate, not the water.

Because we are telling them what do and its not of their free will. I'm sure if it was fun they would but they don't see it that way.
