Generally VIP Club Passes are to get into areas that the general public is not allowed--limited access. Usually this is an area that is for the "rich and shameless" so they are not "bothered" by the fans! It gives them a breather from the autograph/picture hounds and the like.
At some clubs, it's the back room, sometimes its up or down stairs.
As I'm not a fan of Chris Brown, it may be something more elusive such as for "specific special choice people" only.

Usually they are given out so you don't pay cover charge....that's about as VIP as you'll get though if you are not planning on spending any money inside the club.

They are for very important people. Celebrities, people who have done fund-raising, heads of corporations, you get the idea. In Las Vegas and gambling casinos, high rollers get vip passes and comps.
