World of Warcraft is my pick, in spite of the monthly fee, because I think it has the widest appeal. Basically, there is something for almost anyone. PvE for those who want to focus on beating the game, PvP for those who like the uncertainty that comes from encountering the enemy in contested zones, and RPG for those who like to immerse themselves in the story. There are also a wide range of classes, races, professions and talents, so you have a wide range of playing styles available. The map is huge, there are special events every week, new content comes every month or so, and the expansion is due soon. I highly reccomend trying this game for a month at least.

Well, Most gamers would argue that the two best would be World of Warcraft, and Guild Wars. They're both pretty good games, although I think they're listed as MMORPGs, as opposed to just RPGs.... So like I said, they're pretty good games.
For World of Warcraft, you pay a monthly fee to play, and you get everything. There's constantly updates being made, and additions to the game.
For Guild Wars, you buy the game, and pay no monthly fee. This is cheaper, but you end up having to go out and buy the new campaigns. There's always some sort of event going on, and there are worldwide tounaments you can take part in. I prefer Guild Wars because of the lack of a monthly fee.

If you are looking for offline, I recommend Star Wars Knights of The Old Republic 1 and 2. Even if you aren't a StarWars fan, you will still love it.
For online, I would say
Maple Story, GunZ:The Duel, FlyFF, Space CowBoy, and all this stuff.

Depends on your idea of what makes a good game. Your premise is good, but you need to be more specific: First-person shooter games? MMORPG? Online interactive?
Diablo II seems to be a popular favorite. I hear World of Warcraft is good. Everquest (or versions of) take a bit of time. Ultima Online, Anarchy, Doom,..etc. Refine the question a bit.
