The official term for shin splints are "Medial Peristalgia" which means that the where the muscle meets the inside edge of the shin bone, Tibia, gets inflamed. The outside edge of the bone is called the periostium is where the bones nerve ending are located. When your little calf muscle, Soleus, gets tight it pulls on the periostium and causes pain. Many young men get this when they start growing or when someone starts running without proper stretching. Ice, anti-inflamitory drugs and soleus stretching will usually fix the problem. If left untreated they can lead to stress fractures of the tibia in some cases.

You really need to read "Stop Shin Splints" by Gary Buchenic (also available in electronic format here: http://www.shinsplintscure.org ). It's about how to permanently cure your shin splints naturally. Worked for me and for thousands of people. Good luck!

Actually, they are tiny fractures in the bones from the knees on down. They are common at any age when someone runs without proper footwear. As for treatment, most drs will suggest to stop running/jogging for a couple of days, and to use Motrin or Aleve. Try running on dirt/sand instead of concrete/asphalt and get some shock absorbing shoes.
