Who was involved in this Rocky and bullwinkle and Simpsons?

I heard that someone involved in the Simpsons was involved in Rocky and bullwinkle, it couldn't have been matt Groeneg, he was too young. Also, the J in all the male simpsons is a tribute to the J in Rocky and Bulwinkle's name.
