You could be a little more specific and are you the landlord. One tenant harassing another might be grounds for terminating the rental agreement of the offensive tenant. Give the required notice in writing, usually 30 days and out they go. If its truly bad, it might be worth contacting law enforcement. Certain kinds of harassment could be a violation of the criminal code and the person could be charged. Laws about harassment vary a great deal from one state to another. Good luck.
